Addressing
the problem of labor market dysfunction in Morocco is multidimensional, as it
is related to several factors, we can cite them as follows: First, the
responsible role of government. Then, the objective of the educational system,
but also the culture of the society that influences the socialization process
and the development of cultural capital among young people. Finally, the vision of companies and their
corporate social responsibility (CSR).
Developing a
project to mitigate the impact of this dysfunction on the labour force cannot
be done without addressing these factors.
In the economic term, the government
is the source of balance between economic agents (Companies and Consumers). In
the context of the labor/employment market, we say: the source of balance
or/and satisfaction between employers and employees. By this we mean that the
government is the legislative and legal reference that controls this
relationship: produce-consumer/offer-demand.
But the role
of the government is broader than the previous function, it is at the origin of
the global decision of economic growth which aims at the evolution of wealth
and its distribution, in another way, the government plays a major role in the
responsible investments of which we are talking about the creation of added
value.
In this
sense, the government has a strong relationship with the education system on
the one hand and corporate social responsibility on the other.
The labor
market in Morocco is a manifestation of the overall economic pay structure, so
there are trends in the production of goods and services.
The role of
the government is to develop a "SMARTE" project that can achieve
harmony with these production trends in the economic structure. In another way,
seek (through a forecasting study of the Moroccan labor market) a possible
balance between demand and supply in this market.
SMARTE objective: Specific, measurable, ambitious, realistic, time-defined, ecological.
On the one
hand, this observation leads us to the role and responsibility of the education
system, which is at the origin of the production of human capital and prepares
young people for integration into the labor market. In this sense, it is
important to focus on the major role of the university, because it presents a
space where young students must develop several competences more than those of
disciplines, so we are talking about transversal competences, but also about
the entrepreneurial spirit of the student.
On the other
hand, the same observation leads us to the role and responsibility of
entrepreneurs and the TOP mangers of firms and companies. We are therefore
talking about the social responsibility of companies and their willingness to
create opportunities and to accept the spirit of creativity and innovation in
the workplace.
Elaborating a project according to this logic, which focuses on the role of the government: its responsibility to always seek this balance between supply and demand in the labor market through rational investment in the education system and on the awareness of companies through their societal responsibilities and their willingness to create and offer opportunities to young graduates, will help in one way or another to mitigate the impact of this dysfunction on working populations in Morocco.
